Title I Questions & Answers
January Title I Seminar Follow-Up Questions and Answers
1. Can you repeat the changes to the 2 annual documents that were required by schools?
In previous years, Title I schools were required to submit the Title I Annual Meeting packet, and a signed/dated copy of the School-level Parental Involvement Plan (PIP) Assurances to the Title I Administration office. However, for the current school year, the Title I Annual Meeting packet must be kept in the Title I Compliance Filing System for review by the Accountability and Technical Assistance Team (A-TAT) Outreach Specialist assigned to your school. A signed and dated copy of the PIP Assurances must be made available during the second round of technical assistance visits since the A-TAT Outreach Specialist will collect the form upon conclusion of his/her review of your school’s files.
2. What if there were no purchases made with Title I money during the previous year so there is no documentation? How should this be documented?
Please be reminded that the documentation required for the Title I Compliance Filing System is for the current school year. Therefore, the documentation required in Section II.3, Non-salary Related Expenditures, pertains to purchases for the school year 2013-2014. If there were no purchases made with Title I funds for the current school year, schools are asked to include the following statement in the folder designated for Section II.3 of the Filing System:
N/A – No purchases were made using Title I funds during the 2013-2014 school year.
3. Can we use the property control list for III.I or is it a different property list on Control D?
Yes. The M-DCPS Property Control list for your location is to be used to identify and demonstrate that an inventory is being maintained for Capitalized ($1,000 and over) property item(s) purchased with Title I Schoolwide funds. The Property Control list may be downloaded from the Intranet, “Property Control Download”. Additionally, it is strongly recommended that schools develop and maintain an inventory list of Non-capitalized (under $1,000) property item(s) purchased with Title I Schoolwide funds from within the last three years, at a minimum. The inventory list of Non-capitalized property should include items that may be considered as “highly-desirable”: Audiovisual materials and equipment (DVD player, projectors, etc.), Computer hardware (desktop, laptops, peripheral hardware, etc.), tablets, NOOK, software, etc. Please refer to the Title I Handbook Pages 51-60, at the following link
https://ehandbooks.dadeschools.net/policies/135.pdf , for additional information about Title I property procedures.
4. Where do we get the Title I property stickers?
Please contact Title I Administration at 305 995-1517, in order to request additional M-DCPS Title I Property labels. You will be required to provide your school name and location number during the call. Your request for additional labels will be forwarded to the A-TAT Outreach Specialist assigned to your school. The designated A-TAT Outreach Specialist will ensure that the M-DCPS Title I Property labels are provided to your school, as soon as practicable possible.
5. Can substitutes be paid for with Title I funding if the teacher is out for a PD supplementing instruction in a testable subject?
Yes, if substitutes are covering for teachers purchased with Title I Schoolwide funds.
6. If Title I funds have only been used for the purchase of teachers, must we still include documentation of budget transfers, grants and expenditures?
Yes, even if Title I funds have only been used to purchase teachers, documentation is to be included for all budget transfers processed with Title I funds. A Grants Availability Report will reflect the expenditures the school has incurred to date, which includes salary and non-salary expenditures and is also to be included in the Budget and Expenditures folder.
